The hike is always free....

....but the view will always cost you.  This is one thing I have learned over the years traveling to Europe.  Any castle on a hill or church tower will let you hike to the top for free, but there is always a person there taking a toll, if you want to go to the view area.  Usually a couple euros for a church tower, in the range of 8 euros for a castle.  The same was true yesterday, I hiked to the top and the admission to the castle was 8 euros.  You do get to tour the castle in addition to the view, but the view is the main draw.  I am always surprised there are people that hike up and are perplexed, they don't want to pay, but also don't want to miss the view they came up for.  One thing is for sure, I have not seen any of the venue's advertise at the bottom that there is a fee at the top.  I assume that gives them a better negotiating position once you have hiked to the top.
